The Local Development Framework

The Planning and Compulsory Purchase Act 2004 made significant reforms to the planning system, including new arrangements for the preparation of development plans.

The Local Development Framework represents a completely new approach to planning and with much longer timescales.  Previously plans tended to look 5 - 10 years ahead.  The Local Development Framework will set out a strategy up to 2030 - an entire generation.  It provides an opportunity to shape the future of Wealden.

Local Development Frameworks are based upon spatial planning and take into account other relevant strategies and programmes.  In particular the Local Development Framework is shaped by the aims and objectives for Wealden set out in the Sustainable Community Strategy.  The Local Development Framework will provide the basis for planning and development in Wealden.

The LSP recognised the crucial importance of the Local Development Framework and has been closely engaged in the process over recent years.  In May 2007 the LSP hosted an event for Parishes and Partners on engaging with the Local Development Framework.  Presentations from the day are available here:

The LSP responded to Wealden District Council's Local Development Framework Core Strategy Spatial Options Consultation which took place during July and August 2009.  A copy of our response is available here (pdf, 29kb)

The LSP also assisted with a pilot project to help develop an Infrastructure Delivery Plan for the Local Development Framework. With support from the Planning Advisory Service and input from the LSP, Wealden District Council developed an Infrastructure Delivery Plan that sets out how the infrastructure required alongside the Local Development Framework Core Strategy will be put in place.  This was discussed at a workshop held on 24 November 2009 - presentations from the day are available here.

A background paper (pdf, 561kb), setting out the on-going dialogue with bodies involved in the regulation and delivery of infrastructure relevant to Wealden District and the Local Development Framework was published as part of the Core Strategy Consultation in July 2009. These dialogues were used to inform the production of the Infrastructure Development Plan (pdf, 2.9mb), which was submitted as part of the Core Strategy in 2011.
